• Biography: Born in Sacramento and father of three adult children.  Educated in Urban Planning with a B.S. Degree from Cal Poly, San Luis Obispo, and a MPA from California State University Northridge.

Over the span of his planning career, Tom has been involved in an incredible array of projects and challenging assignments.  His proudest accomplishment is that of being part of a team that helped transform Port Hueneme into what many now refer to as the "Jewel of the Gold Coast."  To view the results, simply play the videos appearing to the right.


My Story


Port Hueneme resident for four decades and recently relocated to Ventura in December 2019.  A former City employee of both Port Hueneme and Ventura spanning a public service career of 22 years, Tom established his own land use and urban planning firm in 1998.  Since then, Tom has provided (and continues to provide) real estate development, entitlement permitting and project management services to a host of public and private clients throughout the California central coast. He has also serves as an expert witness and lead negotiator in housing and land use litigation and has been involved in more than a dozen different State and Federal Court cases.
